When to sell your licenses
Based on the Microsoft product usage rights (PURs) it is more likely to sell surplus licenses when your renewal is becoming effective, regardless of your company having deinstalled the existing installation.

The legal foundation
The transfer of software licenses, given specific conditions are met, is legal in the EU EFTA trade zone. Same conditions still apply to the UK market after Brexit. The legal basis for this is referred to as the ‘principle of exhaustion’. This principle means that the copyright holder’s exclusive right to distribute a copy of a copyrighted product is exhausted on its first legal sale.
